The kelp I use is something like 1-0-8 or 0-0-7 or close to one of those. The extra 'k' will decrease stress on roots, and promote at least some development when it's not too cold. Here in Tucson, our winters are generally mild to warm with short bursts of cold so my thinking is that any root protection will be good in conditions like that. I use it sparingly, and only in my potted plants.
There is also stuff about bioactivators in the kelp, but I'm not sure that does much in my cactus mixes that are lower in organics.
